Interested in promoting inclusive and rights-respecting governance in Libya?
The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) is seeking proposals with the objective of preventing atrocities and promoting reconciliation, both at the local and national level. Pending availability of funding, approximately $1,000,000 may be awarded in total.
Program approaches may include, but are not limited to:
• Establishing and/or supporting local-level dispute resolution mechanisms;
• Design and implementation of local processes, including dialogue efforts, to promote transitional justice and foster reconciliation within and between communities;
• Negotiating and maintaining localized ceasefires;
• Addressing and preventing reprisals/revenge attacks;
• Innovative and sustainable uses of technology to identify and map vulnerable communities and create early warning mechanisms for atrocities;
• Psychosocial support to individuals and communities affected by conflict.
Programming in this space may include efforts to promote greater engagement and coordination between elder/”wise men” councils, local municipal councils, and civil society. Engagement with the Government of National Accord (GNA) may also be considered, including support to the unity government on atrocity prevention, reconciliation, and transitional justice processes; however, all proposals should include grassroots reconciliation efforts as well. Proposals that include a geographic focus on Benghazi will be viewed favorably.
